Toba’s founder and president, Behzad Hosseini has over 25 years of experience in the utility industry.  He capped off a 20-year career at Portland General Electric (PGE) directing the office of the Chief Information Officer.  Before starting Toba Consulting, Behzad joined IBM as an Associate Partner, consulting C-suite executives on digital strategy and design initiatives.  Behzad is a dynamic leader with a proven history of delivering transformational change across a wide range of business and information technology initiatives in the utility industry.

Tim Scharf has nearly 15 years of experience supporting and leading upstart strategies ranging broad organizational improvement initiatives, recruitment programs, innovation frameworks, and technology implementations. During his career, he has served in roles at the California Independent System Operator (CAISO) in compliance, risk management, organizational effectiveness, and strategy, and as an organizational change management consultant with Tacoma Power on the Energy Imbalance Market (EIM) initiative, his most recent consulting engagement.  The EIM project at Tacoma Power required high levels of engagement across the utility and led to a strong understanding of the organization’s culture and the development of strong working relationships with its staff; from individual contributors to senior leaders.

Bridgett serves on the Toba team as an organizational development and change management expert. She has more than 20 years of professional experience on large-scale transformation initiatives across several industries. Dawn is a performance-driven leader with a diverse background in Sales and Operations. With a track record of success, she helps clients select and implement the right technology solutions for their organizations. Dawn has a demonstrated ability in working with clients to develop technology strategies that align with the vision and goals of their organization, and she has a proven track record of gaining company-wide support. Her significant experience engaging executive-level leadership in the creation and implementation of integrated technology roadmaps has resulted in successful business transformation, process improvement, and change management. Dawn is a seasoned communicator who has a proven ability to present complex business cases and gain commitment and alignment. She has comprehensive knowledge of Human Resources management, including recruitment, training, and performance management.

Behzad’s proven success in leading the initiation and implementation of cross-functional roadmaps with technology and process improvement initiatives includes planning and implementation of a Financial and Supply Chain Management System, Budgeting System, Geographic Information System (GIS), Work and Asset Management System, Mobile and Scheduling System, Outage Management System (OMS), Human Resources System, Time Collection System, Customer Information System (CIS), Meter Data Management System (MDMS), and many upgrades to existing systems.  Behzad played a key role in developing the initial ADMS roadmap for Portland General Electric (PGE).

The combination of technology, human resources, transmission & distribution operations, and finance and accounting experiences has enabled Behzad to develop an in-depth understanding of the electric utility business, its information technology needs and challenges, and the types of people who can help drive and implement successful transformation initiatives.

Behzad earned his Bachelor’s degree in Finance and his Master of Business Administration (MBA) from Portland State University, where he also teaches courses in Management, Finance, and Information Technology.  He has also taught Management and Human Resources courses for University of Phoenix and the Utility Management Certification course for Willamette University.  Alongside business success, civic leadership and contribution have been a major part of Behzad’s life.  In addition to supporting the community through teaching, he has held Board positions in several organizations, including SMART (Start Making a Reader Today), Junior Achievement, and Portland State Alumni Association.

Industrial/Organizational Psychology Professional (M.S.) and Certified Change Management Practitioner (Prosci) with 15+ years of experience leading various change transformation initiatives (application, process improvement, M&A, etc.) from local to international stages as a Team Member, Team Lead, and Global/Practice Lead.  John specializes in all aspects of change strategy and execution, from pre-planning, strategy, stakeholder analysis, and alignment, to change communications, measurement, and formal training, always including post-deployment execution to help ensure beneficial, lasting outcomes.

Michael Tootle is a Certified Change Management Specialist and Professional with a remarkable career spanning diverse roles, reflecting his unwavering commitment to efficiency, sustainability, and community service. Jamshid, holding a PhD in Systems Science/Management Science, has dedicated his career to collaborating with US and international businesses and universities on decision science research and practice. As former director of International Studies at Marquette University, he developed 30 bilateral partnerships with universities worldwide to advance research in the decision science field.

He has also published numerous academic and professional journals on the subject in major US and international publications. Jamshid’s work crosses many industries including energy and utility sectors.

Brad has served as an organizational development and change management consultant for more than 30 years – the majority of those years at Portland General Electric. He holds a Master’s degree in education from Stanford University and a PhD in Psychology from Oregon. Both his practical experiences and academic training have positioned him well to lead change within the context of organizational culture and leadership.

Tim’s projects have required extensive facilitation, process development, planning, and communication.  He excels at understanding and communicating strategic context, always striving to bring a strong sense of purpose to any-given strategy.  Most notably, Tim relocated to Shanghai, China for four years to develop a long-term strategy for one of Asia’s leading internal education management companies, Dulwich College Management International, now Education in Motion.  Tim served as the director of Strategic Projects responsible for facilitating and producing the organization’s strategic plan, setting up the implementation framework, and leading several of its initiatives.  These initiatives spanned innovation, customer experience, recruitment, alumni engagement, and strategic partnerships.  Two projects he led was building functional and technical specifications and managing the procurement of two SaaS solutions; one related to Human Resources outreach and recruitment and the other for a customer relationship management platform.

It required the full gamut of strategy development from visioning and the development of guiding principles and a mission statement to translating these guiding statements into strategies.  It required engagement and facilitation across locations in China, South Korea, and Singapore, along with an extensive group-wide marketing and communication plan.  At that point in time, the group had campuses on five geographical locations with 5,000 students enrolled, and it sought double in size pretty rapidly.  It unified under a single vision focused on education innovation and adopted a common brand, and within a few years grew to eight campuses with enrollment of 8,000 students and launched a new strategy in the Chinese domestic education market.  The company now has 12 campuses and more than 10,000 students enrolled across East Asia, is a premium education provider in all of its markets, and formed a new company focused on education innovation and funding new global education initiatives.

Tim transitioned back to the United States in 2015, and continued working on strategy and business development initiatives for clients in East Asia up to 2020 before joining Toba Consulting later that year.  He holds a Master’s Degree in Organizational Development.  Tim has also served his community by serving as a parent representative on local education boards, committee member on regional small-business advancement initiatives, and as a youth athletic coach for baseball, basketball, and American football teams.

Heather has worked on several large initiatives for Northwest (NW) Natural, Portland General Electric (PGE) and Tacoma Power.  Among her notable accomplishments was working on a Customer Experience program for PGE customers which resulted in the development of an Energy Savings Program and required approval from the Public Utility Commission.  She also worked on a large project to support the move to a low-carbon, renewable-energy future for NW Natural.  The goal of this program was to lower the carbon intensity of the product NW Natural delivers using a mix of technologies and renewable sources.  Since this was an opt-in program for customers where they can reduce and offset consumption, it required approval from the Public Utility Commission.

Heather has also worked on other facilitation and stakeholder engagement projects.  She worked on a large strategic initiative for the Vice President of Business Development and the Chief Operations Officer of M Financial to establish the first institutional partnership program and develop a program for future partners.  She facilitated vision workshops and needs assessments which ultimately led to a strategic partnership roadmap.

Prior to working for Toba Consulting, Heather was the Director of Customer Delivery for a SaaS company specializing in research software and has held other project leadership roles throughout her career.  Heather holds a Master’s Degree in Project Management with a specialization in Strategic Innovation and Change Management.  Her undergraduate degree is a Bachelor’s of Science in Business Information Systems.

Kelvin has 11 years’ experience as a business analyst in the power, banking, and technology sectors. He has a track record for leading and delivering projects through the full software development lifecycle (SDLC), including large-scale eCommerce and CRM solutions. Kelvin has experience in Waterfall and Agile methodologies, and has worked for several large companies as a business and systems analyst including CitiGroup, HSBC, IBM, and PWC. He has also worked with energy firms Portland General Electric (PGE) and Northwest Natural.

Keon Hosseini, Business Analyst for Toba Consulting, specializes in the curation and execution of operational changes including website development, enhancing our social media presence, and marketing. Keon works with Toba’s team to design and create branding and messaging that represents the company’s purpose and values. He holds a Bachelor’s degree in public health with a minor in business, as well as a Master’s in secondary education. Having worked with several volunteer and charity organizations including S.M.A.R.T (Start Making A Reader Today), the Leukemia and Lymphoma Society, and Teen Closet to name a few, Keon is passionate about serving his community. In his spare time Keon coaches co-ed 6th grade basketball, middle school boys 7th grade basketball, and 7th grade track.
